The Climate Alliance

As the first country in the world, almost all Danish municipalities have created climate action plans through DK2020 with the goal of aligning with the ambitions in the Paris Agreement. The partnership behind DK2020 has entered into a new alliance that, together with the municipalities, is taking the next crucial step to make local climate plans a reality. CONCITO and C40 Cities are knowledge partners in the alliance.

The Climate Alliance will create a common framework for the implementation of the municipalities climate action plans and raise the local climate action to the highest international standard. The project builds on the collaboration in DK2020, where 95 municipalities have developed Paris-compatible climate action plans based on C40's Climate Action Planning Framework. The Climate Alliance will help municipalities translate their plans into effective climate action that can reduce greenhouse gas emissions and increase resilience in Denmark.

The work of the Climate Alliance is focused on three main elements:

  1. creating a number of climate development tracks (innovation projects) for municipalities and regions to explore and develop ambitious solutions to specific challenges.
  2. to create a common monitoring system and an annual status report that identifies challenges in the municipalities' implementation of the climate plans and identifies concrete measures to solve them.
  3. to create a common system for evaluating and revising the municipalities' plans after 4-5 years and a method for assessing whether the plans are still Paris-compatible.

As an independent knowledge partner in the project, CONCITO is responsible for the development of the joint monitoring system and the annual follow-up and reporting of progress in the municipalities' efforts. 

All municipalities in the DK2020 collaboration have committed to revisit and revise their climate action plans no later than 4-5 years after they were first adopted. CONCITO and C40 will be responsible for developing a common system for assessing whether the municipalities' climate action plans continue to fulfil the Paris Agreement after revisions. 

CONCITO will also help to ensure that decision-makers in municipalities and regions are equipped with the latest climate knowledge and that ambitions and pace of local actions are matching the realities of climate science. 

The partnership is organised with KL and Danish Regions as the secretariat and overall project manager, while five geographical units will undertake guidance and sparring for municipalities in different parts of the country. C40 and CONCITO are included in the project as knowledge partners.

CONCITO's involvement in the project is funded by Realdania. The project runs for five years until the end of 2027.
